Why is the Skill Target in a user's profile different from the one set in a Plan?

Issue:

We see a specific Skill Target in a Plan. When a user follows the plan, the skill seen on their profile has a different Skill Target level.

Cause:

This is expected behavior.

Resolution:

The Skill Target on a profile is the user's personal development target, whereas the target in the plan is a target specific to that plan.
The user may follow multiple plans with different targets for the same skill and may want to set a different target than any plan they are following.
